• Breaker: 15 A circuit is fine for a 1000 W PTC heater.
• Relay/contacts: I’d personally spec at least 15–20 A resistive rating at 120 V to be comfortable.
• Inverter / small generator: assume it might briefly pull close to 10–12 A on startup, then settle around 8.3 A.
